Budget and Administrative Issues

During the course of a grant, the grantee may need to make changes. For example, some rebudgeting is allowed as long as the scope of the project remains the same. In other cases, changes require prior approval from the institute.

Unobligated balances may be carried over for certain activities but not for others. And under certain circumstances, a grantee may extend the end date of the final budget period. For many of these situations, the Notice of Award contains instructions on what is or is not allowed.

The best source of information on these matters is the Program Official or Grants Management Specialist assigned to your grant and named on your Notice of Award. Another important source of guidance for managing applications and awards is the NIH Grants Policy Statement.

Monitoring and Research Performance Progress Reports

Grantees must report on annual or interim progress as instructed in the Notice of Award. NIGMS program and grants management staff review these reports to assess how well a project is progressing and whether the grantee is being fiscally responsible. ​Reporting requirements specific to the new NIH Data Management and Sharing Policy can be found on the NIH Scientific Data Sharing website​.

When a grant reaches the end of its project period, a final research performance progress report is required, along with other closeout reports. These are submitted through the eRA Commons.
